If you are new to the Street Fighter franchise, you might be confused at first by the term ‘charge characters’. Essentially, what this means is you need to hold the down/back button on the controller/fight stick to unleash special moves. For example, to do Guile’s Sonic Boom, you need to hold down back for a couple of seconds, then press forward + punch.
This might be difficult to grasp at first, but once you understand how charge inputs work, charge characters can be extremely powerful with their attacks.
The biggest challenge for new players using charge characters in Street Fighter is linking normal moves into special moves/super for combos. Make sure to check the command list and do combo trials to get familiar with charge inputs. Street Fighter 6 has great tutorials/combo trials to understand character inputs.
